Moving during level 4

The Disaster Management Regulations have just been released on the Government website which specifically allow tenants and new home owners to move house. New regulations also allow victims of domestic violence to move to a different place, and businesses are allowed to relocate to new premise.

Movement for tenants and home owners:

  • If a new lease agreement was entered into before or during lockdown* i.e., before 30 April 2020;
  • If the transfer of immovable property occurred before the lockdown* period i.e., before 27 March 2020;

The transportation of household furniture and effects is permitted for the purpose of relocation. Office furniture may also be transported.

During the move the person should have:

  • A copy of the Permit signed by a SAPS Station Commander or a person designated by him or her.
  • In his or her possession the relevant lease agreement indicating the date of expiry of the old lease and date of commencement of the new lease, or the transfer documents attesting to the change in place of residence or change of ownership of property.

For people moving due to domestic violence a domestic violence order should be obtained and you will have to travel with it. Business owners will need proof of change or new occupation of business premises.

Moving during level 3

On Wednesday evening, president Cyril Ramaphosa predicted that most of South Africa – excluding Covid-19 hotspots – should be at Level 3 by the end of May.
